Should i tell him i like him?

ok so i like this guy but hes a grade up than me:-( and at my school you only date in your grade, its like a law, and i think he likes me to:-( should i tell him i like him or no? i sit next to him on the buss some times and we have lots of fun making fun of each other , and sharing candy, but lately my friends pulled a pretty ugly joke on me telling me he liked me and it turned out he didn't and it really hurt me:-( and i think he heard about it cos hes been acting really odd lately and not talking to me when we p each other, so i think he just wants to be friends:-(
