Transfering my sons WIC and medicais through states?

well wic you can just have the new office fax a form to the old one and have them fill it out and fax it back, and they can transfer it with no problem. but medicaid most of the time you have to close the case completely and then re apply for it in the new state. because they are different programs. medicaid doesn't allow transfers
